(II) Environmental Engineering
This interdisciplinary stream is designed to meet the needs of both government departments/public sector and industry, with emphasis on various aspects like protected water supply and sanitation for public health, pollution control and sustainable development. The topics to be covered include protected water supply, waste water management, air pollution control, solid waste management, ground water pollution-fate, transport and remediation, environmental planning and impact assessment, modelling of air and water quality, environmental chemistry, environmental microbiology biotechnology and environmental systems analysis.
The skills of environmental engineers are becoming increasingly important as we attempt to protect the fragile resources of our planet. Environmental engineers translate physical, chemical, and biological processes into systems to destroy toxic substances, remove pollutants from water, reduce non-hazardous solid waste volumes, eliminate contaminates from the air, and develop groundwater supplies. In this field, you may be called upon to resolve issues of providing safe drinking water, cleaning up sites contaminated with hazardous materials, disposing of wastewater, and managing solid wastes.


(III) Geotechnical Engineering 
This stream provides specialized knowledge in various geotechnical engineering topics such as foundation engineering, ground improvement techniques, design of retaining walls, underground excavations, etc. A wide range of subjects such as advanced soil mechanics, rock mechanics, soil exploration and testing, applied soil mechanics, advanced foundation engineering, soil dynamics and machine foundations, earthquake geotechnical engineering, geoenvironmental engineering, geosynthetics and reinforced soil structures, ground improvement, finite element analysis and constitutive modelling of soils, geotechnics for infrastructures, and seismic site characterization are included in the curriculum
Geotechnical engineering is required in all aspects of civil engineering, because most projects are supported by the ground. As a geotechnical engineer, you might develop projects below ground, such as tunnels, foundations, and offshore platforms. You will analyze the properties of soil and rock that support and affect the behavior of these structures. You may evaluate the potential settlements of buildings, the stability of slopes and fills, the seepage of ground water and the effects of earthquakes. You will investigate the rocks and soils at a project site and determine the best way to support a structure in the ground. (IV) Hydraulic And Water Resources Engineering

Water is essential to our lives, and as a water resources engineer, you will deal with issues concerning the quality and quantity of water. (V) Structural Engineering

GATE

Introduction: 

What is GATE ?
The Graduate Aptitude Test in Engineering (GATE) is an all-India examination administered and conducted in eight zones across the country by the GATE Committee comprising faculty from Indian Institute of Science, Bangalore and seven Indian Institutes of Technology on behalf of the National Coordinating Board - GATE, Department of Education, Ministry of Human Resources Development (MHRD), Government of India.
Candidates in the second or higher year of the Four-year Integrated Master's degree programme (Post-B.Sc.) in Engineering/Technology or in the third or higher year of Five-year Integrated Master's degree programme and Dual Degree programme in Engineering/Technology.
 Candidates with qualifications obtained through examinations conducted by professional societies recognised by UPSC/AICTE (e.g. AMIE) as equivalent to B.E./B.Tech. Those who have completed Section A or equivalent of such professional courses are also eligible.status.

Many students may not be aware that there are several institutions in this country, offering specialized postgraduate programmes in various disciplines. Attractive scholarship / Assistantship for postgraduate courses in engineering / Technology / Architecture /Pharmacy at Engineering colleges / institutes in the country ,are available to those who qualify through GATE.

Objective

Examination Details:
The examination is a single paper of 3 hours duration and generally consists of Section A (Objective Type) which is of 75 marks and Section B (Problem Type) which is of 75 marks. Total: 150 marks. 
You have to opt for your subject and study as per the syllabus mentioned in the GATE brochure. 
The subjects of our interest are Computer Science and Engineering, Electronics & Communication Engineering., Electrical Engineering and Instrumentation Engineering. Other subjects are also available such as Mathematics, Physics, etc. 
Results of qualified candidates in GATE will give All India Rank and indicate percentile score. For example, a percentile score of 99 means you are in the top 1% category of the candidates who appeared for GATE. 
Candidates who get less than 70 percentile get no score card. 
GATE scores are valid for 2 years. You may reappear the GATE exam if you are not satisfied with the earlier score and the new score (if better than the old one) will be used for admission purposes.


What to do after Examination:
After publication of GATE results, students must apply to individual Institutes to get their application forms. 
Institutes advertise M.Tech admissions in leading newspapers from 1st April till end July. However some Institutes do not advertise and therefore students have to get the forms themselves. 
In the application forms, you have to mention your GATE score alongwith other details. 
The concerned Institute may conduct written test and/or interview for the purpose of admission. 
General thumb rules: If your GATE score in Computer Science is 96 percentile or more then you can try for IITs, if between 85 - 96 percentile, then apply for top RECs, JADAVPUR, SHIBPUR, ROORKEE, etc. If less than 85, you have to look for appropriate institutes.

Scholarship:
During the pursuit of M.Tech, you are paid a scholarship of Rs. 5000.00 per month by the Government of India. This amount is enough for living expenses including purchase of books, etc. The scholarship is paid for the entire 18 months M.Tech period.

Multiple choice questions in all papers and sections will contain four answers, of which only one is correct. The types of questions in a paper may be based on following logic:

(i) Recall:

These are based on facts, principles, formulae or laws of the discipline. The candidate is expected to be able to obtain the answer either from his/her memory of the subject or at most from a one-line computation.

(ii) Comprehension:

These questions will test the candidate's understanding of the basics of his/her field, by requiring him/her to draw simple conclusions from fundamental ideas.

(C) to limit armature current at starting
(D) to provide regenerative braking

(iii) Application:

In these questions, the candidate is expected to apply his/her knowledge either through computation or by logical reasoning.

(iv) Analysis and Synthesis:

These can be linked questions, where the answer to the first question of the pair is required in order to answer its successor. Or these can be common data questions, in which two questions share the same data but can be solved independently of one another.
Common data questions:
Multiple questions may be linked to a common data problem, passage and the like. Two or three questions can be formed from the given common data problem. Each question is independent and its solution obtainable from the above problem data/passage directly. (Answer of the previous question is not required to solve the next question). Each question under this group will carry two marks.

Common Data, for instance, Questions 55 and 56 in main paper:

Linked answer questions:
These questions are of problem solving type. A problem statement is followed by two questions based on the problem statement. The two questions are designed such that the solution to the second question depends upon the answer to the first one. In other words, the first answer is an intermediate step in working out the second answer. Each question in such linked answer questions will carry two marks.

Example
Statement for Linked Answer Questions, for instance, for Questions 59 and 60 in Main Paper:
Consider a machine with a byte addressable main memory of 216 bytes. Assume that a direct mapped data cache consisting of 32 lines of 64 bytes each is used in the system. A 50x50 two dimensional array of bytes is stored in the main memory starting from memory location 1100H. Assume that the data cache is initially empty. The complete array is accessed twice. Assume that the contents of the data cache do not change in between the two accesses.

First question of the pair:

Q.59 How many data cache misses will occur in total?
(A) 48
B) 50

Second question of the pair

The questions based on the above four logics may be a mix of single stand alone statement / phrase / data type questions, combination of option codes type questions or match items types questions.

GATE Score
          The GATE Score of a candidate is in the range 0 to 1000. It reflects the performance of a candidate, irrespective of the GATE paper or year in which he/she has qualified. Candidates with same GATE Score from different GATE papers and/or years can be considered to have the same performance level.
The marks obtained by the candidate are normalized on the basis of the average and standard deviation of marks of all candidates who appeared in the paper mentioned on the scorecard in GATE. Subsequently, this is scaled with respect to the global average and global standard deviation so as to facilitate performance comparison across GATE papers and over a block of years since GATE 2004.

GATE Percentile Score
The percentile score of a candidate indicates the percentage of candidates who appeared in the same paper and scored less marks than him/her. It is calculated as follows: If N is the total number of candidates appearing in a paper, then the percentile score P is given as,
P = (number of candidates who have scored less marks than the candidate / N) x 100

The Maximum Score can be 1000.

The evaluation of the ORS is carried out by a computerized process using scanning machines, with utmost care. Requests for revaluation of the answer script and re-totaling of marks will not be entertained.
The GATE result and particulars of the qualified candidates will be made available to interested organizations (educational institutions, R & D laboratories, industries, etc.) in India and abroad based on written request by the organization and on payment. Details can be obtained from GATE Chairmen of IITs/IISc.




OSTGRADUATE ADMISSIONS WITH MHRD SCHOLARSHIP

A candidate is eligible for Ministry of Human Resource Development (MHRD) Scholarship/ Assistantship in Engineering/Technology/Architecture/Pharmacy/Sciences at engineering colleges/institutes in the country if he/she qualifies in GATE. To avail the scholarship, additionally, the candidate must secure admission to such a postgraduate program, as per the prevailing procedure of the admitting institution. GATE qualification by itself does not guarantee admission. GATE qualified candidates in Engineering disciplines are also eligible for the award of the Junior Research Fellowship in CSIR Laboratories. Some government organizations prescribe GATE qualification as a requirement for applying to the post of a Scientist/Engineer.

As per the directives of the Ministry of Human Resource Development (MHRD), Govt. of India, the following procedure is to be adopted for admission to postgraduate programs (Master's and Doctoral) with MHRD Scholarship/Assistantship. The GATE performance of the candidate will be considered for admission. If the candidate is to be selected through interview for postgraduate programs, minimum 70% weightage is to be given to the GATE performance. The remaining weightage (30% maximum) can be given to the marks obtained by the candidate in his/her qualifying examination or interview. Candidates opting for a general paper (XE or XL) should be further examined (by interview/written test) by the admitting institution. In such cases also the weightage for GATE score should not be less than 70%. The admitting institution will prescribe minimum passing percentage of marks in the interview. Some Colleges/Institutes specify GATE as mandatory qualification even for admission without MHRD Scholarship/Assistantship.

Candidates are advised to seek details about admission procedures and availability of MHRD Scholarship/Assistantship from the department of their interest or postgraduate office of the concerned institution. GATE offices will not entertain any enquiry about admission and award of Scholarship/Assistantship.

While qualifying in GATE is essential for all candidates seeking admission to postgraduate programs with MHRD Scholarship/Assistantship, the management of the postgraduate Scholarship/Assistantship is the responsibility of the admitting institution. The GATE Committee has no role in the award or disbursement of Scholarship/Assistantship. Similarly, reservation of seats under different categories is as per the policies and norms prevailing at the admitting institution and the Government of India rules.

According to MHRD rules, the award of postgraduate Scholarship/Assistantship to GATE qualified candidates is for a maximum period of 24 months for Master's degree programs in Engineering/Technology/Architecture/Pharmacy/Science.

Additional Scorecards (up to a maximum of two) will be issued only once on request and on payment of Rs 300 per card. Such requests should reach the Organizing Chairman. These cards will be labeled as Additional Scorecard -1 and Additional Scorecard - 2 at the top. However, if the candidate changes his/her admitting institution by using the additional scorecard(s), he/she is required to clarify the matters related to his/her admission and Scholarship/Assistantship with the new institution where subsequent admission change is sought.

The GATE Score of a candidate is in the range 0 to 1000. It reflects the performance of a candidate, irrespective of the GATE paper or year in which he/she has qualified. Candidates with same GATE Score from different GATE papers and/or years can be considered to have the same performance level.

At present, students in the Integrated Master's Degree and Dual Degree programs in Engineering/ Technology are eligible to appear in GATE 2007 in order to qualify for the postgraduate scholarship in their own institutions only. They are not eligible for admission to a fresh M.E/M.Tech. program.

Mechanics:

TOEFL

TOEFL stands for 'Test Of English as Foreign Language'. TOEFL is a Standardized test that evaluates the English Proficiency of people whose native language is not English. Almost all the universities in the United States and Canada require TOEFL scores from each applicant. The test is also used by institutions in other countries where English is the language of Instruction. The TOEFL tests the ability to understand North American English. A TOEFL score is valid for 2 years.

The TOEFL is administered worldwide by Educational Testing Service (ETS). The test was first administered in 1964 and has since been taken by nearly 20 million students. The TOEFL test is offered in different formats depending on a test taker's location.

Why TOEFL Test?
TOEFL test is a prerequisite for admission into colleges and universities where English is a lingua franca i.e., native or official language. Besides admissions, many licensing, government, and certification agencies and exchange and scholarship programs use TOEFL scores to evaluate the English proficiency of people for whom English is not their native language.

Who Should Take the TOEFL Test?

Who administers the TOEFL test?
The TOEFL test is developed and administered by the US-based 
"Educational Testing Service" (ETS). This implies that ETS sets the questions, conducts the test, and sends each examinee the score report. For the conduct of the test, ETS has appointed Testing Agencies in various countries, which act as franchisee for ETS.

Formats of the TOEFL

Internet-based Test (iBT)
TOEFL Internet-based test (iBT), ever since its introduction in late 2005 has progressively replaced both the (CBT) computer-based and (PBT) paper-based tests. The iBT has been introduced in phases, with the United States, Canada, France, Germany, and Italy in 2005 and the rest of the world in 2006, with test centers increased periodically till-date. The demand for test seats remains very high even after almost a year after the introduction of the test; candidates have to wait for months since short-term test dates are fully booked. The four-hour test consists of four sections, each measuring mainly one of the basic language skills (although some tasks may require integration of these skills) and focusing on language used in an academic, higher-education environment.

The TOEFL Internet-based test emphasizes integrated skills and measures all four language skills, including speaking. The content on the test is authentic, and the language is consistent with that used in everyday, real academic settings. The test assesses proficiency of the candidates in all communication skills.

Computer-based Test (CBT)
The computer-based test was abolished on September 30th 2006. It is divided into four sections, measuring language proficiency in listening, structure (grammar), reading and writing.

1. Listening Comprehension (45-70 minutes)
Type of Questions: Conversations between two or more people in academic environments. Short conversations between students, and lectures may be possible conversations. Questions are basically of the who said what type.

2. Structure (grammar) (15-20 minutes)
Type of Questions: Identify the erroneous word(s) in the sentence. Fill in the blanks using the appropriate word.

3. Reading Comprehension and Vocabulary (70-90 minutes)
Type of Question: Questions are posed about content, intent of the author, and ideas inferred from each of the 3-4 passages given.

4. Essay Writing (30 minutes)
Type of Question: To write an essay on a given general topic, and take a position towards it.

The Listening and Structure sections are computer-adaptive, meaning that the difficulty level of each question depends on the correctness of previous responses. Three sub scores are obtained, each of which is given on a 0-30 scale: Listening, Structure/Writing (combined), and Reading. These sub scores are averaged to obtain the final score, which is in a 0-300 scale. The Writing score is also reported separately, on a 0-6 scale.

Paper-based Test (PBT)
In areas where the iBT and CBT are not available, a paper-based test (PBT) is given. The PBT tests essentially the same skills as the CBT, albeit with some differences, noticeably the number of questions (which is higher in the PBT) and the score scales. The final PBT score ranges between 310 and 677, and is based on three sub scores: Listening (31-68), Structure (31-68) and Reading (31-67). Unlike the CBT, the score of the Writing section (referred to as the Test of Written English, TWE) is not part of the final score; instead, it is reported separately on a scale from 0 to 6.

What is IELTS?

IELTS (International English Language Testing System) is designed to measure the overall proficiency in English. It is a prerequisite for those who wish to study or work where English is the language of communication. It conforms to the highest international standards of language assessment. The test is simultaneously conducted by British Council, IDP Australia and Cambridge ESOL.

International Recognition:

IELTS is recognized for course admission by universities in many countries, including Australia, New Zealand, Canada, the USA, the UK and increasingly in Germany and wider Europe. IELTS is also required as proof of your language abilities for immigration to Australia, New Zealand and Canada.

What the test is all about:

Candidates are tested in Listening, Reading, Writing And Speaking. All candidates take the same Listening and Speaking Modules.

There is a choice between Academic and General Training in the Reading and Writing Modules. The first three modules ? Listening, Reading and Writing ? must be completed in one day. There is no break between the modules. The Speaking Module may be taken, at the discretion of the test centre, in the period seven days before or after the other modules.

Can I Choose Test Modules:

Yes, You can choose between the Academic and General Training Modules.

Choose the Academic Module if you want to go to university in an English speaking country or if you want to register with the General Medical Council or Dental Medical Council in the UK.

If you wish to emigrate to Australia, New Zealand or Canada opt for the General Training Module.

To make sure that you choose the module you need, please check with the institution you are doing the test for. It is your solely your discretion to choose the right Module.

Where can I take the test?

IELTS tests are administered at centres throughout the world. There are currently nearly 400 centres, in over 100 countries. Centres supervise the local administration of the test and ensure the provision of qualified and trained examiners. A full list of centres is available on the IELTS website. Test centres run regular test administrations, according to local need and results are available within two weeks. Candidates receive only one copy of their results but additional copies may be sent by the test centre directly to receiving organizations at the request of the candidate.

How am I evaluated :

The tests are designed to cover the full range of ability from non- user to expert user on a scale from 0 (non-user) to 9 (expert user).

Has generally effective command of the language despite some inaccuracies, inappropriacies and misunderstandings. Can use and understand fairly complex language, particularly in familiar situations.
5. Modest user
Has partial command of the language, coping with overall meaning in most situations, though is likely to make many mistakes. Should be able to handle basic communication in own field.
4. Limited user
Basic competence is limited to familiar situations. Has frequent problems in understanding and expression. Is not able to use complex language.
3. Extremely limited user
Conveys and understands only general meaning in very familiar situations. Frequent breakdowns in communication occur.
2. Intermittent user
No real communication is possible except for the most basic information using isolated words or short formulae in familiar situations and to meet immediate needs. Has great difficulty understanding spoken and written English.

Essentially has no ability to use the language beyond possibly a few isolated words.

Job opportunities:-

Civil Engineers can find job in Government departments, private and public sector industries, research and teaching institutions etc. Job opportunities for civil engineers are expected to increase as fast as the average for all jobs, although the construction industry is vulnerable to fluctuations in the economy. 
Civil engineers will always be needed to maintain and repair existing facilities and structures and to construct new ones. After doing B.Tech, one can look for jobs in road projects, building work, consultancy firms, quality testing laboratories or housing societies. The experts say there is a high demand for experienced civil engineers in developed countries. 
Civil engineers are employed in all the major construction projects carried out by the state or central government, the railways, private construction companies, military, engineering services, consultancy services etc. 
Civil engineering graduates can also go in for research and take up teaching or they can open their own independent consultancy services.

Engineering Services (IES) Examination:-


1. The EXAMINATION shall be conducted according to the following plan:-
Part I-The written examination will comprise two sections-Section I consisting only of objective types of questions and Section II of conventional papers. Both Sections will cover the entire syllabus of the relevant engineering disciplines viz. Civil Engineering, Mechanical Engineering, Electrical Engineering and Electronics & Telecommunication Engineering. The standard and syllabi prescribed for these papers are given in Schedule to the Appendix. The details of the written examination i.e. subject, duration and maximum marks allotted to each subject are given in para 2 below.
Part II-Personality test carrying a maximum of 200 marks of such of the candidates who qualify on the basis of the written examination.
2. The following will be the subjects for the written examination:-
Note: Candidates are advised to read carefully special instruction to candidates for conventional type tests and objective type tests given in Appendix-IV (Part A & Part B) including the procedure regarding filling in the Answer Sheet of objective type tests in the Examination Hall.
3. In the Personality Test special attention will be paid to assessing the candidate's capacity for leadership, initiative and intellectual curiosity, tact and other social qualities, mental and physical energy, powers of practical application and integrity of character.
4. Conventional papers must be answered in English. Question papers will be set in English only.
5. Candidates must write the papers in their own hand. In no circumstances will they be allowed the help of a scribe to write the answers for them.
6. The Commission have discretion to fix minimum qualifying marks in any or all the papers of the examination. The Objective Type papers as contained in Section-I of the Plan of the Examination will be evaluated first and evaluation of the Conventional Type papers contained in Section-II of the Plan of Examination will be done only of those candidates who obtain the minimum qualifying marks in Objective types papers, as fixed by the Commission.
7. Marks will not be allotted for mere superficial knowledge.
8. Deduction up to 5 per cent of the maximum marks for the written papers will be made for illegible handwriting.
9. Credit will be given for orderly, effective and exact expression combined with due economy of words in the conventional papers of the examination.
10. In the question papers, wherever required, SI units will be used.

11. Candidates are permitted to bring and use battery operated pocket calculators for conventional (essay) type papers only. Loaning or inter-changing of calculators in the Examination hall is not permitted.
It is also important to note that candidates are not permitted to use calculators for answering objective type paper (Test book lets). They should not, therefore, bring the same inside the Examination Hall.
12. Candidates should use only International form of Indian numerals (e.g. 1,2,3,4,5,6 etc.) while answering question papers.
SCHEDULE TO APPENDIX I
Standard and Syllabi
The standard of paper in General Ability Test will be such as may be expected of a Engineering/Science Graduate. The standard of papers in other subjects will approximately be that of an Engineering Degree Examination of an Indian University. There will be no practical examination in any of the subjects.
GENERAL ABILITY TEST
Part A: General English. The question paper in General English will be designed to test the candidate's understanding of English and workmanlike use of words.
Part B: General Studies: The paper in General Studies will include knowledge of current events and of such matters as of everyday observation and experience in their scientific aspects as may be expected of an educated person. The paper will also include questions on History of India and Geography of a nature which candidates should be able to answer without special study.

Important 

1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:
  
The Candidates applying for the examination should ensure that they fulfill all eligibility condition for admission to examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions

Mere issue of admission certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission.
Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for interview/Personality Test.

2. APPLICATION FORM :
Candidates must apply in the Common application form devised by the Commission for its examinations, which can be purchased from the designated Head post Offices/Post Offices (specified in Appendix-III of the Notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty Only). Each such Form can be used only once and only for one examination.

In case of any difficulty in Application Forms from the designated HPOs/POs, the candidates should immediately contact the concerned post Master or UPSC's "FORMS SUPPLY MONITORING CELL" over Telephone No. 011-23389366/FAX No. 011-23387310. Candidates are advised to read carefully the "Instructions for filling up the Application form"given in Appendix of this Notice.

3. LAST DATE FOR RECEIPT OF APPLICATIONS :
All applications must reach the "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/Speed Post or by Courier, on or before the 13th February, 2006.

However, in respect of candidates residing abroad or in certain remote localities specified in Para 6 of this Notice the last date for receipt of applications by Post/Speed Post only (not by Hand or by Courier) is 20th February, 2006.

5. SPECIAL INSTRUCTIONS:
Candidates are advised to read carefully the instructions/guidelines for filling up the Application Form (Appendix II) and "Special Instructions to the candidates for "Conventional Type Tests and Objective Type Tests" (Appendix IV) (Part A and Part B)

6. Mobile Phone Not Allowed:
(a) Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.
(b) Candidates are advised in their own interest not to bring any of the banned item including mobile phones/pagers to the venue of the examination, as arrangement for safekeeping can not be assured.






 Eligibility Conditions:

(I) Nationality:
A candidate must be either:
(a) a citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to Indian before the 1st January, 1962 with the intention of permanently settling in India, or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued by the Government of India.

(II) Age Limits:
(a) A candidate for this examination must have attained the age of 21 years and must not have attained the age of 30 years on the 1st August, 2006 i.e. he must have been born not earlier than 2nd August, 1976 and not later than 1st August, 1985.

(b) The upper age-limit of 30 years will be relaxable upto 35 years in the case of Government servants of the following categories, if they are employed in a Department/Office under the control of any of the authorities mentioned in column 1 below and apply for admission to the examination for all or any of the Service(s)/Posts mentioned in column 2, for which they are otherwise eligible.

(i) A candidate who holds substantively a permanent post in the particular Department/Office concerned. This relaxation will not be admissible to a probationer appointed against a permanent post in the Department/Office during the period of his probation.
(ii) A candidate who has been continuously in a temporary service on a regular basis in the particular Department/Office for at least 3 years on the 1st August, 2006.

NOTE—The period of apprenticeship if followed by appointment against a working posts on the Railways may be treated as Railway Service for the purpose of age concession.

(c) The upper age-limit prescribed above will be further relaxable—

(i) Upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe;

(ii) Upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
(iii) Upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from the 1st January, 1980 to the 31st day of December, 1989.

(iv) Upto a maximum of three years in the case of Defence Service personnel disabled in operations during hostilities with any foreign country or in a disturbed area, and released as a consequence thereof;

(v) Upto a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, 2006 and have been released (i) on completion of assignment (including those whose assignment is due to be completed within one year from 1st August, 2006) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or (ii) on account of physical disability attributable to Military Service or (iii) on invalidment;

(vi) Upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years of Military Services as on 1st August, 2006 and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and they will be released on three months notice on selection from the date of receipt of offer of appointment.

(vii) Upto a maximum of 10 years in the case of blind, deaf-mute and Orthopaedically handicapped persons.

Note (I)—Candidates belonging to the Scheduled Castes and the Scheduled Tribes and the Other Backward Classes who are also covered under any other clauses of Para 3 (II)(c) above, viz. those coming under the category of Ex-servicemen, persons domiciled in the State of J & K, blind, deaf-mute and orthopaedically handicapped etc. will be eligible for grant of cumulative age-relaxation under both the categories.

Note (II)—The term ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time.

Note (III)—The age concession under Para 3(II)(c)(v) and (vi) will not be admissible to Ex-Servicemen and Commissioned Officers including ECOs/SSCOs, who are released on own request.

Note (IV)—Notwithstanding, the provision of age-relaxation under Para 3(II)(c)(vii) above, a physically handicapped candidate will be considered to be eligible for appointment only if he/she (after such physical examination as the Government or appointing authority, as the case may be, may prescribe) is found to satisfy the requirement of physical and medical standards for the concerned Services/posts to be allocated to the physically handicapped candidates by the Government.

N.B.
—The candidature of a person who is admitted to the examination under the age concession mentioned in Para 3(II)(b) above shall be cancelled if, after submitting his application he resigns from service or his services are terminated by his department/office either before or after taking the examination. He will, however, continue to be eligible if he is retrenched from the Service or post after submitting his application. A candidate who after submitting his application to the department is transferred to other department/office will be eligible to compete under departmental age concession provided his application has been forwarded by his parent department.

SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.

The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to matriculation or in an extract from a Register of matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate. These certificates are required to be submitted along with the detailed applications which will be required to be submitted by the candidates who qualify on the result of the written part of the examination.
No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted.
The expression Matriculation/Secondary Examination Certificate in this part of the instruction includes the alternative certificates mentioned above.

NOTE 1:- CANDIDATES SHOULD NOTE THAT ONLY THE DATE OF BIRTH AS RECORDED IN THE MATRICULATION/SECONDARY EXAMINATION CERTIFICATE OR AN EQUIVALENT CERTIFICATE ON THE DATE OF SUBMISSION OF APPLICATION WILL BE ACCEPTED BY THE COMMISSION AND NO SUBSEQUENT REQUEST FOR ITS CHANGE WILL BE CONSIDERED OR GRANTED.
NOTE 2:- CANDIDATES SHOULD ALSO NOTE THAT ONCE A DATE OF BIRTH HAS BEEN CLAIMED BY THE THEM AND ENTERED IN THE RECORDS OF THE COMMISSION FOR THE PURPOSE OF ADMISSION TO AN EXAMINATION, NO CHANGE WILL BE ALLOWED SUBSEQUENTLY (OR AT ANY OTHER EXAMINATION OF THE COMMISSION) ON ANY GROUNDS WHATSOEVER.
NOTE 3. CANDIDATES SHOULD EXERCISE DUE CARE WHILE ENTERING THEIR DATE OF BIRTH IN COLUMN 8 OF THE APPLICATION FORM. IF ON VERIFICATION AT ANY SUBSEQUENT STAGE, ANY VARIATION IS FOUND IN THEIR DATE OF BIRTH FROM THE ONE ENTERED IN THEIR MATRICULATION OR EQUIVALENT EXAMINATION CERTIFICATE, DISCIPLINARY ACTION WILL BE TAKEN AGAINST THEM BY THE COMMISSION UNDER THE RULES.

(III) Minimum Educational Qualification:


For admission to the examination, a candidate must have—

(a) obtained a degree in Engineering from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956; or

(b) passed Section A and B of the Institution Examinations of the Institution of Engineers (India); or

(c) obtained a degree/diploma in Engineering from such foreign University/College/Institution and under such conditions as may be recognised by the Government for the purpose from time to time, or

(d) passed Graduate Membership Examination of the Institute of Electronics and Telecommunication Engineers (India); or

(e) passed Associate Membership Examination Parts II and III/Sections A and B of the Aeronautical Society of India; or

(f) passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London held after November, 1959.
Provided that a candidate for the post of Indian Naval Armament Service (Electronics Engineering Posts and Engineer Group 'A' in Wireless Planning and Coordination Wing/Monitoring Organisation) may possess any of the above qualifications or the qualification mentioned below namely:-
M.Sc. degree or its equivalent with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special subject.

NOTE-1—A candidate who has appeared at an examination the passing of which would render him educationally qualified for this examination, but has not been informed of the result, may apply for admission to the examination. A candidate who intends to appear at such a qualifying examination may also apply. Such candidates will be admitted to the examination, if otherwise eligible, but their admission would be deemed to be provisional and subject to cancellation, if they do not produce proof of having passed the requisite qualifying examination alongwith the detailed applications which will be required to be submitted by the candidates who qualify on the result of written part of the examination.

NOTE-2—In exceptional cases, the Commission may treat a candidate, who has not any of the qualifications prescribed in this rule, as educationally qualified provided that he has passed examinations conducted by other institutions the standard of which in the opinion of the Commission justifies his admission to the examination.

NOTE-3—A candidate who is otherwise qualified but who has taken a degree from a foreign University which is not recognised by Government, may also apply to the Commission and may be admitted to the examination at the discretion of the Commission.
(iv) Physical standards
Candidates must be physically fit according to physical standards for admission to Engineering Services Examination, 2006 as per guidelines given in Appendix-II of the rules for the Engineering Services Examination, 2006 published in the Gazette of India Extraordinary dated 14th January, 2006.

FEE: 
A candidate seeking admission to Examination must pay to the Commission a fee of Rs. 100.00 (Rupees One hundred only) through a single Central Recruitment Fee stamp. Central Recruitment Fee Stamp of the requisite denomination. Central Recruitment Fee Stamp (NOT postage stamps) must be obtained from the post office and affixed on the application form in the space provided therein. The stamp may be got cancelled from the issuing Post Office with the date stamp of the post office in such a manner that the impression of the cancellation mark partially overflows on the application form itself but within the space provided on the form. The impression of the cancellation mark should be clear and distinct to facilitate the identification of date and the Post Office of issue.

Candidates residing abroad should deposit the prescribed fee in the office of India’s High Commissioner, Ambassador or representative abroad as the case may be for credit to account head "051-Public Service Commission-Examination Fees" and attach the receipt with the application.

APPLICATION NOT COMPLYING WITH THIS REQUIREMENT WILL BE SUMMARILY REJECTED.
CANDIDATES BELONGING TO SCHEDULED CASTES/SCHEDULED TRIBES ARE NOT REQUIRED TO PAY ANY FEE. NO FEE EXEMPTION IS, HOWEVER AVAILABLE TO OBC CANDIDATES AND THEY ARE REQUIRED TO PAY THE full PRESCRIBED FEE.

Physically handicapped persons are exempted from the payment of fee provided they are otherwise eligible for appointment to the Services/posts to be filled on the results of this examination on the basis of the standards of medical fitness for these Service/posts (including any concessions specifically extended to the physically handicapped). A physically handicapped candidate claiming age relaxation/fee concession will be required by the Commission to submit along with their detailed application form, a certified copy of the certificate from a Government hospital/Medical Board in support of his claim for being physically handicapped.

NOTE: Notwithstanding the aforesaid provision for age relaxation/fee exemption, a physically handicapped candidate will be considered to be eligible for appointment only if he (after such physical examination as the Government or the appointing authority, as the case may be, may prescribe) is found to satisfy the requirements of physical and medical standards for the concerned Services/Posts to be allocated to Physically Handicapped candidates by the Government.
‘Postage Stamps’ will in no case be accepted in lieu of Central Recruitment Fee stamp.

CANDIDATES SHOULD NOTE THAT THE FEE SENT THROUGH BANK DRAFT, INDIAN POSTAL ORDERS, MONEY ORDER, CROSSED CHEQUE, CURRENCY NOTES OR TREASURY CHALLAN ETC. WILL NOT BE ACCEPTED BY THE COMMISSION AND SUCH APPLICATIONS WILL BE TREATED AS WITHOUT FEE AND WILL BE SUMMARILY REJECTED.
Note (i) : Applications not accompanied by the Prescribed Fee (Unless remission of fee is claimed) shall be summarily rejected.
Note (ii) : Fee once paid shall not be refunded under any circumstances nor can the fee be held in reserve for any other examination or selection.
Note (iii):- If any candidate who took the Engineering Services Examination held in 2005 wishes to apply for admission to this examination, he must submit his application so as to reach the Commission’s Office by the prescribed date without waiting for the results or an offer of appointment.





HOW TO APPLY:

(a) The UPSC have developed an application form common for all their examination which will be processed on computerised machines. This application form along with an Information Brochure containing general instructions for filling up the form, an acknowledgement card and an envelope for sending the application is obtainable from the designated Head Post Offices/Post Offices throughout the country as listed in Appendix-III of Notice against cash payment of Rs. 20/- (Rupees twenty only). Form should be purchased from the designated Post Offices only and not from any other agency. This form can be used only once and for only one examination. Candidates must use the form supplied with the Information Brochure only and they should in no case use photocopy/reproduction/unauthorisedly printed copy of the Form. Since this form is electronically scannable, due care should be taken to fill up the application form correctly. While filling up the application form, please rear to detailed instructions given in Appendix-II of this Notice. The candidate should also fill up in the relevant places of the Acknowledgement Card, their Application Form Number (8-digit) and the name of the Examination. The applicants are required to affix the postage stamp of Rs. 6/- on the Acknowledgement Cards and send the same alongwith application form to UPSC. If an applicant fails to affix the postage stamp of requisite amount his acknowledgement card will not be despatched and Commission will not be responsible for non-receipt of acknowledgement card by the applicant. The duly filled in application form and the acknowledgement card should then be mailed in the special envelope supplied with the Information Brochure. The candidate should also write the name of Examination viz. "Engineering Services Examination, 2006" on the envelope before despatching it to "Secretary, Union Public Service Commission, Dholpur House, New Delhi-110069".

(b) All candidates, whether already in Government Service, or in Government owned industrial undertakings or other similar organisations or in private employment, should submit their applications direct to the Commission. If any candidate forwards his application through his employer and it reaches the Union Public Service Commission late, the application, even if submitted to the employer before the closing date, will not be considered.
Persons, already in Government service whether in a permanent or temporary capacity or as work-charged employees other than casual or daily rated employees or those serving under public enterprises are, however, required to submit an undertaking that they have informed in writing their Head of Office/Department that they have applied for the Examination. Candidates should note that in case communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the Examination, their application will be liable to be rejected/candidature will be liable to be cancelled.

Note 1: WHILE FILLING IN HIS APPLICATION FORM, THE CANDIDATE SHOULD CAREFULLY DECIDE ABOUT HIS CHOICE FOR THE CENTRE AND ENGINEERING DISCIPLINE FOR THE EXAMINATION. MORE THAN ONE APPLICATION FROM A CANDIDATE GIVING DIFFERENT CENTRES AND OR ENGINEERING DISCIPLINE WILL NOT BE ACCEPTED IN ANY CASE. EVEN IF A CANDIDATE SENDS MORE THAN ONE COMPLETED APPLICATION, THE COMMISSION WILL ACCEPT ONLY ONE APPLICATION AT THEIR DISCRETION AND THE COMMISSION’S DECISION IN THE MATTER SHALL BE FINAL.
IF ANY CANDIDATE APPEARS AT A CENTRE ENGINEERING DISCIPLINE OTHER THAN THE ONE INDICATED BY THE COMMISSION IN HIS ADMISSION CERTIFICATE, THE PAPERS OF SUCH A CANDIDATE WILL NOT BE VALUED AND HIS CANDIDATURE WILL BE LIABLE TO CANCELLATION.

Note 2. SINCE THESE APPLICATION FORMS ARE TO BE PROCESSED IN A COMPUTERISED SYSTEM, DUE CARE SHOULD BE TAKEN BY THE CANDIDATES TO FILL UP THEIR APPLICATION FORM CORRECTLY. NECESSARY INSTRUCTIONS FOR FILLING UP THE FORM MAY BE SEEN AT APPENDIX II. NO COLUMN OF THE APPLICATION SHOULD BE LEFT BLANK. INCOMPLETE OR DEFECTIVE APPLICATIONS SHALL BE SUMMARILY REJECTED. NO REPRESENTATION OR CORRESPONDENCE REGARDING SUCH REJECTION SHALL BE ENTERTAINED UNDER ANY CIRCUMSTANCES.
CANDIDATES ARE NOT REQUIRED TO SUBMIT ALONG WITH THEIR APPLICATIONS ANY CERTIFICATES IN SUPPORT OF THEIR CLAIMS REGARDING AGE, EDUCATIONAL QUALIFICATIONS, SCHEDULED CASTES/SCHEDULED TRIBES/OTHER BACKWARD CLASSES AND PHYSICALLY HANDICAPPED ETC.

The candidates applying for the Examination should ensure that they fulfill all the eligibility conditions for admission to the Examination. Their admission at all the stages of examination for which they are admitted by the Commission viz. Written Examination and Interview Test will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after the Written examination or Interview Test, it is found that they do not fulfill any of the eligibility conditions, their candidature for the Examination will be cancelled by the Commission.

Candidates are requested to keep ready the attested copies of the following documents for submission to the Commission soon after the declaration of the results of the written Examination which is likely to be declared in the month of December, 2006.
1. Certificate of Age.
2. Certificate of Educational Qualification.
3. Certificate in support of claim to belong to Scheduled Caste, Scheduled Tribe and Other Backward Classes, where applicable.
4. Certificate in support of claim for age/fee concession, where applicable.

Immediately after the declaration of the written results successful candidates will be sent a form by the Commission requiring additional information to be furnished. Attested copies of the above mentioned certificates will have to be sent to the Commission at that time. The originals will have to b produced at the time of interview. If any of their claims is found to be incorrect, they may render themselves liable to disciplinary action by the Commission in terms of Rule 11 of the Rules for Engineering Services Examination, 2006 notified in the Gazette of India extraordinary dated 14th January, 2006 and also reproduced below:-

A candidate who is or has been declared by the Commission to be guilty of:
(i) obtaining support for his candidature by any means; or
(ii) impersonating; or
(iii) procuring impersonation by any person; or
(iv) submitting fabricated documents or documents which have been tampered with; or
(v) making statements which are incorrect or false or suppressing material information; or
(vi) resorting to any other irregular or improper means in connection with his candidature for the examination; or
(vii) using unfair means during the examination; or
(viii) writing irrelevant matter including obscene language or pornographic matter in the script(s); or
(ix) misbehaving in any other manner in the examination hall; or
(x) harassing or doing bodily harm to the staff employed by the Commission for the conduct of their examinations; or
(xi) being in possession of or using any cellular/mobile phone/pager or any other electronic equipment or device or any other equipment capable of being used as a communication device during the examination.
(xii) violating any of the instructions issued to candidates along with their admission certificate permitting them to take the examination; or
(xiii) attempting to commit or as the case may be abetting the commission of all or any of the acts specified in the foregoing clauses, may in addition to rendering himself liable to criminal prosecution, be liable—

(a) to be disqualified by the Commission from the examination for which is a candidate; and/or

(b) to be debarred either permanently or for a specified period—
(i) by the Commission from any examination or selection held by them;
(ii) by the Central Government from any employment under them; and

(c) if he is already in service under Government to disciplinary action under the appropriate rules.
Provided that no penalty under this rule shall be imposed except after—
(i) giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf, and
(ii) taking the representation if any submitted by the candidate, within the period allowed to him into consideration.

 LAST DATE FOR RECEIPT OF APPLICATIONS:

(i) The completed application form must reach the Secretary, Union Public Service Commission, Dholpur House, New Delhi-110069 on or before 13th February, 2006.

(ii) In respect of applications received only by post (by post/speed post) from the candidates residing in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul and Spiti District and Pangi sub-division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands or Lashadweep or aboard, the last date of receipt of applications is 20th February, 2006. The benefit of extended time, will be available only in respect of applications received by post/Speed post from the above mentioned areas/regions. In the case of applications received by hand or through courier service, benefit of extended time will not be available regardless of the place of residence of the applicant.
Candidates who are claiming the benefit of extended time should clearly indicate in Column 13 (II) of the application form, the area code of the particular area or region (e.g. Assam, Meghalaya, J&K etc.) where they are residing. In case they fail to do so, the benefit of extended time will not be allowed to them.

NOTE (I): Candidates should clearly note that the Commission will in no case be responsible for non-receipt of their application or any delay in receipt thereof on any account whatsoever. No application received after the prescribed last date will be entertained under any circumstances and all the late applications will be summarily rejected. They should, therefore, ensure that their applications reach the Commission’s Office on or before the prescribed last date.

NOTE (II): Candidates can also deliver their applications personally at the Commission’s counter against proper acknowledgement. The Commission will not be responsible for the applications delivered to any other functionary of the Commission.

NOTE (III): Applications received through Couriers or Courier Services of any type shall be treated as having been received "By hand" at the Commission’s Counter.

7. Acknowledgement of Applications.
Immediately on receipt of an application from a candidate, the Acknowledgement Card submitted by him alongwith the application form will be despatched to him by the Commission’s office duly stamped in token of receipt of his Application. If a candidate does not receive the Acknowledgement Card within 30 days, he should at once contact the Commission by quoting his Application Form No. (8-digit) and name & year of examination. Candidates delivering the application form in person at the Commission’s Counter will be issued Acknowledgement Card at the Counter itself. The mere fact that a candidate’s application has been acknowledged by the Commission does not mean that his candidature for the examination has been accepted by the Commission. Candidates will be informed at the earliest possible about their admission to the examination or rejection of their application.

8. Correspondence with Commission :
The Commission will not enter into any correspondence with the candidates about their candidature except in the following cases :

(i) Every candidate for this examination will be informed at the earliest possible date about the status of his application. Admission certificates, indicating the Roll Nos. will be issued to the candidates who are admitted to the examination. The admission certificate will bear the photograph of the candidate. If a candidate does not receive his admission certificate or any other communication regarding his candidature for the examination one month before the commencement of the examination, he should at once contact the Commission. On receipt of such a communication, Admission certificate or a duplicate copy thereto will be issued to the admitted candidate. Information in this regard can also be obtained from the Facilitation Counter located in the Commission’s Office either in person or over phone Nos. 011-23381125/23385271/23098543. In case no communication is received in the Commission’s office from the candidate regarding non-receipt of his admission certificate at least 3 weeks before the examination, he himself will be solely responsible for non-receipt of his admission certificate. It may be noted that the Admission Certificate will be issued at the address as photo-copied from the application form filled in by the candidate. The candidate should, therefore, ensure that the address given by him in the application form is correct and complete with pin code.
No candidate will ordinarily be allowed to take the examination unless he holds a certificate of admission for the examination. On receipt of Admission Certificate, check it carefully and bring discrepancies/errors, if any, to the notice of UPSC immediately.
The candidates should note that their admission to the examination will be purely provisional based on the information given by them in the application form. This will be subject to verification of all the eligibility conditions by the UPSC.

(ii) The mere fact that a certificate of admission to the Examination has been issued to a candidate will not imply that his candidature has been finally cleared by the Commission, or that the entries made by the candidate in his application for the Examination have been accepted by the Commission as true and correct. Candidates may note that the Commission takes up the verification of eligibility conditions of a candidate, with reference to original documents, only after the candidate has qualified for interview for personality test on the result of the written part of the examination. Unless candidature is formally confirmed by the Commission, it continues to the provisional.
The decision of the Commission as to the acceptance of the application of a candidate and his eligibility or other wise for admission to the Examination shall be final. Candidates should note that the name in the Admission Certificate, in some cases may be abbreviated due to technical reasons.

(iii) In the event of a candidate receiving more than one admission certificate from the Commission, he should use only one of these admission certificates for appearing in the examination and return the other(s) to the Commission’s Office.

(iv) A candidate must see that communication sent to him at the address stated in his application are redirected, if necessary Change in address should be communicated to the Commission at the earliest opportunity. Although the Commission make every effort to take account of such changes, they cannot accept any responsibility in the matter.

(v) If a candidate receives an admission certificate in respect of some other candidate on account of handling error, the same should be immediately returned to the Commission with a request to issue the correct AC. Candidates may note that they will not be allowed to take the examination on the strength of an admission certificate issued in respect of another candidate.

IMPORTANT: ALL COMMUNICATIONS TO THE COMMISSION SHOULD INVARIABLY CONTAIN THE FOLLOWING PARTICULARS:
1. NAME AND YEAR OF THE EXAMINATION.
2. APPLICATION FORM NO. (8 digits).
3. ROLL No. (IF RECEIVED).
4. NAME OF CANDIDATE IN FULL AND IN BLOCK LETTERS.
5. COMPLETE POSTAL ADDRESS AS GIVEN IN THE APPLICATION.
N.B. (i) COMMUNICATIONS NOT CONTAINING THE ABOVE PARTICULARS MAY NOT BE ATTENDED TO.
N.B. (ii) IF A LETTER/COMMUNICATION IS RECEIVED FROM A CANDIDATE AFTER AN EXAMINATION HAS BEEN HELD AND IT DOES NOT GIVE HIS FULL NAME AND ROLL NUMBER, IT WILL BE IGNORED AND NO ACTION WILL BE TAKEN THEREON.
9. Physical Requirements for the Disabled Candidates:-
For being considered against the vacancies reserved for them, the physically disabled persons should have disability of Forty per cent (40%) or more. However, such candidates shall be required to meet one or more of the following physical requirements/abilities which may be necessary for performing the duties in the concerned Services/Posts :

Instructions:-

1. Candidates must use only the form supplied with the information Brochure purchased from any of the designated Head Post Offices/Post Offices.Form should be purchased from designated post offices only and not from any other agency. Candidates must use the form supplied with the Information Brochure only and they should in no case use photocopy/reproduction/unauthorisedly printed copy of the Form. The form will NOT be supplied by the Commission's office.

2. The application form must be filled in by the candidates in their own handwriting. Since this form will be processed on computerised machines, candidates should exercise due care in handling and filling up the application form. They should use HB pencil only to darken the circles. For writing in the boxes, they should use blue or black pen. Scince the entries made by the candidates by darkening the circles will be taken into account while processing the applications on computerised machines, they should make these entries very carefully and accurately. Entries in the boxes are meant for confirmatory purposes and these should also, therefore, be made correctly. There should be no variation between the entries made by the candidates by darkening the circles and those written in the accompanying boxes.

3. Candidates should ensure that the signatures appended by them in all the places viz. in their application form, Attendance List etc. and in all the correspondence with the Commission, should be identical and there should be no variation of any kind. If any variation is found in the signatures appended by him at different places, his candidature will be liable to be cancelled by the Commission.

4. No change in the entries made in original application form will be allowed under any circumstances.

5. The candidates are advised in their own interest to ensure that the applications reach the Commission's Office on or before the closing date. Applications received in the Commission's Office after the closing date will not be considered.
6. While filling in his application form, the candidate should carefully decide about his choice for the centre and engineering disciplines for the examination. More than one application from a candidate giving different centres and/or engineering disciplines will not be accepted in any case. Even if a candidate sends more than one completed application, the Commission will accept only one application at their discretion and the Commission's decision in the matter shall be final.

7. On the Acknowledgement Card, the candidates should write their application form No. (as printed below the bar code on the form) and the name of examination viz. "Engineering Service Examination, 2005". They should also write clearly and legibly their mailing address on the Acknowledgement Card. A postage stamp of Rs. 6/- should be affixed on the card. Column 1 : Examination for which applying
Darken the circle against "ENGG", in the box pertaining to Name of examination, write ENGG starting from the first box on the left. Also write 2005 in the boxes meant for year of examination.
Candidates are advised to ensure that the name of examination viz. ENGG is correctly written by them in the box. Any error in this regard may result in rejection of their application form.
Column 2 : Fee
If you have paid the requisite fee of Rs. 100/- (Rupees One hundred only), darken circle 1 and write 1 in the box; or
If you have not paid the fee and are claiming fee remission as SC, ST or Physically Handicapped, darken circle 2 and write 2 in the box.
N.B. : Fee is payable only in the form of Central Recruitment Fee Stamp, as per instructions against Column 12.

Write your complete mailing address including your name in English capital letters or Hindi within the box provided for the purpose. Also write the PIN Code therein. Write with blue or black ball pen only. Do not write outside the box. Please note that this address will be photocopied as such in all letters to be sent to you and therefore, it should be very clearly and legibly written.
If you make any mistake in writing the address, cover the whole box with an exact sized white paper slip and rewrite your address on that.
Column 11 : Photograph
Paste firmly in the space provided your recent photograph of 4 cm. x 5 cm. size (preferably in black & white). Do not staple the photograph. Photograph should neither be signed by you nor it should be got attested.
Column 12 : Space for CRF Stamp
Fee to be paid for the Engineering Service Examination is Rs. 100/- (Rupees One hundred only). SC/ST and Physically Handicapped candidates are not required to pay any fee. No fee exemption is however available to OBC candidates and they are required to pay the full prescribed full fee.
Fee is payable only through Central Recruitment Fee Stamp (Not postage stamps). No other mode of payment is acceptable. Obtain only one single CRF Stamp of Rs. 100/- denomination from the post office and paste it firmly within the box. After pasting the CRF Stamp on the form, get it cancelled from the post office of purchase in the space provided. Do not staple the CRF Stamp.

Indian Administrative Service (IAS) :-

HISTORICAL BACKGROUND

Indianisation of the superior Civil Services became one of the major demands of the political movement compelling the British Indian Government to consider setting up of a Public Service Commission for recruitment to its services in the territory. The first Public Service Commission was set up on October 1st, 1926. However, its limited advisory functions failed to satisfy the people’s aspirations and the continued stress on this aspect by the leaders of our freedom movement resulted in the setting up of the Federal Public Service Commission under the Government of India Act 1935. Under this Act, for the first time, provision was also made for the formation of Public Service Commissions at the provincial level.
 The Constituent Assembly, after independence, saw the need for giving a secure and autonomous status to Public Service Commissions both at Federal and Provincial levels for ensuring unbiased recruitment to Civil Services as also for protection of service interests. With the promulgation of the new Constitution for independent India on 26th January, 1950, the Federal Public Service Commission was accorded a constitutional status as an autonomous entity and given the title – Union Public Service Commission Constitutional Provisions

The Union Public Service Commission has been established under Article 315 of the Constitution of India. The Commission consists of a Chairman and nine Members.

The terms and conditions of service of Chairman and Members of the Commission are governed by the Union Public Service Commission (Members) Regulations, 1969.

The Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff.

The Union Public Service Commission have been entrusted with the following duties and role under the Constitution:

Recruitment to services & posts under the Union through conduct of competitive examinations;

Recruitment to services & posts under the Central Government by Selection through Interviews;

Advising on the suitability of officers for appointment on promotion as well as transfer-on-deputation;

Advising the Government on all matters relating to methods of Recruitment to various services and posts;

Disciplinary cases relating to different civil services; and

Miscellaneous matters relating to grant of extra ordinary pensions, reimbursement of legal expenses etc.

The major role played by the Commission is to select persons to man the various Central Civil Services and Posts and the Services common to the Union and States (viz. All-India Services).

RECRUITMENT TO VARIOUS SERVICES AND POSTS

To Duties & Role of the Commission

Under Article 320 of the Constitution of India, the Commission are, inter-alia, required to be consulted on all matters relating to recruitment to civil services and posts.

RECRUITMENT is made by one of the following three methods:

Direct Recruitment;

Promotion

Transfer
DIRECT RECRUITMENT is conducted broadly under the following two methods:


Recruitment by competitive examination.

Recruitment by selection through interview.

RECRUITMENT BY COMPETITIVE EXAMINATION

Under the Constitution one of the functions of the Commission is to conduct examinations for appointment to Civil Services/Posts of the Union. In addition, competitive examinations are also held by the Commission under arrangements with the Ministry of Defence for entry to certain Defence Services, through the National Defence Academy, Indian Military Academy, Naval Academy, Air Force Academy and the Officers Training Academy.

The Commission usually conducts over a dozen examinations every year on an all India basis. These include Examinations for recruitment to services/posts in various fields, such as Civil Services, Engineering, Medical and Forest Service, etc.

At present the Union Public Service Commission conduct their examinations at numerous venues spread over 42 regular centers throughout the country.

RECRUITMENT BY SELECTION

Recruitment by Selection is made by the following methods:


By Interview Only

By Recruitment Test Followed By Interview

BY INTERVIEW ONLY
Where the number of applicants is very large, it is not practicable to call for Interview all the applicants who fulfill the minimum eligibility conditions prescribed. The Commission, therefore, shortlist the candidates to be called for the interview on the basis of certain pre-determined criteria related to the job. A large number of recruitment cases is handled by the Commission by the method (1) above.

BY WRITTEN TEST FOLLOWED BY INTERVIEW

In this category, there are two types of procedure followed:

An objective-type written and/or practical test to test the skill of the candidates followed by Interview, the final selection being decided by Interview, aided by the performance of the candidates in the written test and/or practical test.

An objective-type written and/or practical test to screen candidates to be called for interview, the final selection being decided by Interview only.

Appointment By Promotion And Transfer On Deputation/Transfer

In accordance with the procedure decided by the Government, in consultation with the Commission, Chairman or a Member of the Commission presides over the Departmental Promotion Committee Meetings to consider promotions from Group B to Group A and from one grade to another within group A, where promotion is to be made by Selection.

Deputation

The Recruitment Rules for a number of posts provide for appointment by Transfer on Deputation (including short term contract) and Transfer. When the field of consideration consists of Central Government as well as State Government officers, prior consultation with the Commission is necessary for selection of an officer. When the file for consideration is made more broad-based and consists of not only Central/State Government officers but also officers from Non-Government Institutions, the selection has to be made in consultation with the Union Public Service Commission.

All India Services

The All India Services Act, 1951 and Rules and Regulations framed thereunder regulate the recruitment and conditions of service in respect of the All India Services viz. Indian Administrative Service, Indian Police Service and Indian Forest Service.

As far as direct recruitment to the Indian Administrative Service and Indian Police Service Examination are concerned, it is done through the Civil Services Examination and for the Indian Forest Service through the Indian Forest Service Examination held by the Commission.

The relevant Rules and Regulations provide that 33% of the vacancies in the IAS/IPS/IFS should be filled by promotion from amongst the officers of the State Service in consultation with the Commission. The Selection Committee presided over by Chairman/Member of the Commission consists of senior Government representatives of the Central Government and the State.

Mechanisation - Project Sampera

The Commission have recently undertaken a project called "SAMPERA" (Screening and Mechanised Processing of Examination and Recruitment Applications). A simplified single sheet common application form for all the examinations has been devised which will be scanned by using OMR/ICR technology. The implementation of this project will mainly help in high speed scanning of data from forms eliminating manual entry. Other benefits will be accurate and faster generation of Admit Cards, Attendance lists with photo replica and signature facsimile of each candidate, and Error-free list of doubtful cases. The main aim of this project is to cope with the increasing volume of applications through innovations and mechanised handling so as to reduce the processing time and send communications faster to minimised errors. The cases of impersonation/malpractices will also be eliminated and wasteful expenditure will be reduced.


RECRUITMENT RULES

In accordance with the provisions contained in Article 320 of the Constitution read with the provisions of Union Public Service Commission (Exemption from Consultation) Regulations 1958, Recruitment Rules of all Group ‘A’ and Group ‘B" posts in various Ministries/Departments of Government of India are required to be framed in Consultation with the Commission. Consultation with the Commission is also necessary for framing/amending Recruitment Rules for certain categories of posts under the Employees State Insurance Corporation, The Delhi Municipal Corporation, The New Delhi Municipal Council, Employees Provident Fund Organisation etc. under the relevant Acts made by Parliament in pursuance of the provisions of Article 321.

All proposals for framing/amending Recruitment Rules are examined keeping in view the cadre structure of the organisation and the circulars issued by the Govt. from time to time. After approval, the Commissions’ advice in the matter is communicated to the Ministry/Department concerned. More than 14000 Recruitment Rules have been framed/amended so far.

DISCIPLINARY MATTERS


To Duties & Role of the Commission

Under Article 320(3) of the Constitution the Commission are required to be consulted on the quantum of penalties in disciplinary cases affecting a person serving under the Government of India in a Civil Capacity.

EXTENSION OF FUNCTIONS TO LOCAL BODIES ETC

Article 321 also empowers the Parliament to extend the functions of the Public Service Commission to any local authority or other body corporate constituted by Law or by any public institutions.



EXEMPTIONS

In order to exempt some posts which for reasons of National Security or some other reasons may not be required to be referred to the Commission for their advice, the Union Public Service Commission (Exemption from Consultations) Regulations were issued on September 1, 1958, under Article 320(3)(a) and (b) of the Constitution. These Regulations are amended or revised as and when the need arises.

RECRUITMENT & CONDITIONS OF SERVICE ETC


The Provisions as contained in Article 309 & Article 311 of the Constitution are also required to be read in conjunction with the provisions as contained in Article 320 of the Constitution.

Binding nature of the advice of the Commission.

A convention has been established by the Government of India, that in the following classes of the cases referred to the Commission, the recommendations made by them shall be accepted, save in exceptional circumstances. Quasi-judicial cases.

Selection for appointments of candidates. Appointment of a candidate on a higher initial pay than that of a minimum pay of the posts. Claims of expenditure incurred by the Government servants in defending legal proceedings instituted against him in respect of acts done or purporting to be done in the execution of his duty.

ANNUAL REPORTS

The Commission have a duty, under Article 323 of the Constitution to present annually to the President a Report as to the work done by the Commission and on receipt of such report, the president shall cause a copy there of together with the Memorandum explaining, as respect the cases, if any, where the advice of the Commission was not accepted, the reasons for such non-acceptance to be laid before each House of the Parliament. Eligibility Conditions:

(i) Nationality:
(1) For the Indian Administrative Service and the Indian Police Service, a candidate must be a citizen of India.
(2) For other services, a candidate must be either:
(a) A citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India. or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Srilanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
Provided further that candidates belonging to categories (b), (c) and (d) above will not be eligible for appointment to the Indian Foreign Service.
A candidate, in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him by the Government of India.

(ii) Minimum Educational Qualifications:
The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Note I: Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission's examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidates who are declared qualified by the Commission for taking the Civil Services (Main) Examination will be required to produce proof of passing the requisite examination with their application for the Main Examination failing which such candidates will not be admitted to the Main Examination.

Note II: In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications as a qualified candidate provided that he has passed examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his admission to the examination.

Note III: Candidates possessing professional and technical qualifications, which are recognised by Government, as equivalent to professional and technical degree would also be eligible for admission to the examination.

Note IV: Candidates who have passed the final professional M.B.B.S. or any other Medical Examination but have not completed their internship by the time of submission of their applications for the Civil Services (Main) Examination, will be provisionally admitted to the Examination provided they submit along with their application a copy of certificate from the concerned authority of the University/Institution that they had passed the requisite final professional medical examination. In such cases, the candidates will be required to produce at the time of their interview original Degree or a certificate from the concerned competent authority of the University/Institution that they had completed all requirements (including completion of internship) for the award of the Degree.

(iii) Age limit: 21 years must be completed on 1st August of the year, which a candidate is appearing. Maximum 30 for general category, 33 for OBCs and 35 for SCs/STs. Ex-servicemen will get 5 more years exemption from the prescribed age limit.

(The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate).

(iv) Number of Attempts: Four attempts for open, seven for OBCs and no limit for SCs/STs. If a person appears in the Preliminary Examination or even one paper is counted as an attempt.

(v) Restrictions on applying for the examination:
A candidate who is appointed to the Indian Administrative Service or the Indian Foreign Service on the results of an earlier examination and continues to be a member of that service will not be eligible to compete at this examination.




















Scheme of Examination:

The Civil Services Examination is conducted by UPSC (Union Public Service Commission) every year.
The examination has three stages i.e.,
(1) Civil Services Preliminary Examinations (CSP) - normally conducted during the second half of May.
(2) Civil Services (Main) Examinations conducted during the month of October/November. Here, those who are selected in the preliminary examination only are eligible to appear.
(3) Those who are selected in the main examination will be eligible to appear before the Interview Board at New Delhi.

Preliminary Examination (CSP)
CSP consists of two papers i.e., (1) optional subject to be selected from the listed subject for 300 marks. (2) General studies for 150 marks. Total of 450 marks. Each paper is of two hours duration. The course content of the syllabi for the optional subjects is at the degree level. Normally, there are about 3 lakh applications for the preliminary examination. From this, the UPSC selects 10 to 12 folds of vacancies for the main examinations. This is only for the selection and not to be taken into consideration in the main ranking.Subjects for Preliminary Examination: The General Studies syllabus is same for all.
Subjects for Paper II (one subject to be selected): Agriculture, Animal Husbandry and Veterinary Science, Botany, Chemistry, Civil Engineering, Commerce, Economics, Electrical Engineering, Geography, Geology, Indian History, Law, Mathematics, Mechanical Engineering, Medical Science, Philosophy, Physics, Political Science, Psychology, Public Administration, Sociology, Statistics, Zoology.
(The question papers are in Hindi and English and each paper is of two hours duration. The course content of the syllabi is of degree level. Each paper is of two hours duration. Blind candidates are allowed an extra time of 20 minutes for each paper.)

Main Examination 
Only those who are declared by the Commission to have qualified in the Preliminary Examination in a year, are eligible for the Main examination of that year, provided they are otherwise eligible for the Main Examination.

Civil Services Main examination has two optional subjects (two papers each carries 300 marks), one General Studies (two papers each carries 300 marks), one essay (carries 200 marks) - total 2000 marks. Other than this, there are two language papers one in Indian language and one in General English at the level of 10th standard. This is to test the ability of the candidate's proficiency in his mother tongue / Indian language and English. Total nine papers. These two papers carry 300 marks each but it will not be considered for the ranking. It is must to clear these two papers. If a candidate fails to clear these papers, his other papers will not be evaluated.

The Main Examination is intended to assess the overall intellectual traits and the depth of understanding of the candidates, rather than merely the range of their information and memory. Sufficient choice of questions is allowed in the question papers.

Interview:
At interview stage, two-fold vacancies are called to appear before the UPSC Board. Interview carries 300 marks. Interview calls are sent on the basis of minimum marks fixed by the UPSC at its discretion. The overall ranking is done based on the Mains performance (i.e., 2000 marks) and interview. Therefore, the total marks involved in the ranking are 2300. Candidates are allotted various services keeping in view their ranks in the examination and preferences given by them in their main application form.

Important: If a person fails in either in mains or interview, he has to appear once again from the preliminary stage.

1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:

The Candidates applying for the examination should ensure that they fulfill all eligibility condition for admission to examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions
Mere issue of admission certificate to the candidate will not imply that his candidature has been finally cleared by the Commission.

Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for interview/Personality Test.

2. APPLICATION FORM :

Candidates must apply in the Common Application Form devised by the Commission for its examination, which can be purchased from the Designated Head Post Offices/Post Offices (specified in Appendix III of the notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty only). Each such form can be used only once and only for one examination.

In case of any difficulty in obtaining Application Forms from the designated HPOs/POs, the candidates should immediately contact the concerned post Master or UPSC's "FORMS SUPPLY MONITORING CELL" over Telephone No. 011-23389366/FAX No. 011-23387310.

Candidates are advised to read carefully the "Instructions for filling up the Application Form" given in Appendix-II of this notice.

3. LAST DATE FOR RECEIPT OF APPLICATIONS :

All applications must reach the "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/Speed Post or by Courier, on or before the 15th January, 2007.

6. MOBILE PHONES BANNED :

(a) Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.

(b) Candidates are advised in their own interest not be bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safekeeping cannot be assured.

The centres and the dates of holding the examination as mentioned above are liable to be changed at the discretion of the commission. While every effort will be made to allot the candidates to the centre of their choice for examination, the commission may, at their discretion allot a different centre to a candidate, when circumstances so warrant. blind candidates will, However, be required to take the Examination at the any one of six centres, viz. Chennai, Delhi, Hyderabad, Kolkata, Lucknow and Mumbai only. Candidates admitted to the Examination will be informed of the time table and place or places of examination.

The candidates should note that no request for change of centre will normally be granted. However when a candidate desires a change in centre from the one he had indicated in his Application Form for the Examination, he must send a letter addressed to the Secretary, Union Public Service Commission, giving full justification as to why he desires a change in centre. Such requests will be considered on merits but requests received in the Commission’s Office after 1st February, 2006 will not be entertained under any circumstances nor will such communications be replied to.

B. Plan of Examination :

The Civil Services Examination will consist of two successive stages (vide Appendix I Section I below).

(i) Civil Services Preliminary Examination (Objective type for the selection of candidates for the Main Examination; and

(ii) Civil Services Main Examination (Written and Interview) for the selection of candidates for the various Services and posts noted above.

Applications are now invited for the Preliminary Examination only. Candidates who are declared by the Commission to have qualified for admission to the Main Examination will have to apply again in the detailed application form which would be supplied to them. (b) The upper age limit prescribed above will be relaxable:

(i) upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.

(ii) upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.

(iii) upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from the 1st January, 1980 to the 31st day of December, 1989.

(iv) upto a maximum of three years in the case of Defence Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof:

(v) upto a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, 2006 and have been released (i) on completion of assignment (including those whose assignment is due to be completed within one year from 1st August, 2006) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or (ii) on account of physical disability attributable to Military Service, or (iii) on invalidment.

(vi) upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years Military Service as on 1st August, 2006 and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on three month's notice on selection from the date of receipt of offer of appointment.

(vii) upto a maximum of 10 years in the case of blind, deaf-mute and Orthopaedically handicapped persons.

NOTE I-Candidates belonging to the Scheduled Castes and the Scheduled Tribes and the Other Backward Classes who are also covered under any other clauses of para 3(ii) (b) above, viz. those coming under the category of Ex-servicemen, persons domiciled in the State of J & K, blind, deaf-mute and orthopadically handicapped etc. will be eligible for grant of cumulative age-relaxation under both the categories.

NOTE II-The term ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time.

Note III-The age concession under para 3(ii) (b) (v) and (vi) will not be admissible to Ex-Servicemen and Commissioned Officers including ECOs/SSCOs who are released on own reguest.

NOTE IV- Notwithstanding the provision of age-relaxation under para 3(ii) (b) (vii) above, a physically disabled candidate will be considered to be eligible for appointment only if he/she (after such physical examination as the Government or appointing authority, as the case may be, may prescribe) is found to satisfy the requirements of physical and medical standards for the concerned Services/posts to be allocated to the physically disabled candidates by the Government.

Save as provided above the age limits prescribed can in no case be relaxed.

The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate.

These certificates are required to be submitted only at the time of applying for the Civil Services (Main) Examination.

No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted.

The expression Matriculation/Secondary Examination Certificate in this part of the instruction includes the alternative certificates mentioned above.

NOTE 1:- Candidates should note that only the Date of Birth as recorded in the Matriculation/Secondary Examination Certificate or an equivalent certificate on the date of submission of applications will be accepted by the Commission and no subsequent request for its change will be considered or granted.

Note 2 :- Candidates should also note that once a Date of Birth has been claimed by them and entered in the records of the Commission for the purpose of admission to an Examination, no change will be allowed subsequently (or at any other Examination of the Commission) on any grounds whatsoever.

Note 3 :- The candidate should exercise due care while entering their date of birth in column 8 of the application form for the Preliminary Examination. If on verification at any subsequent stage, any variation is found in their date of birth from the one entered in their matriculation or equivalent Examination certificate, disciplinary action will be taken against them by the commission under the Rules.

(iii) Minimum Educational Qualifications :

The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Note I : Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidates who are declared qualified by the Commission for taking the Civil Services (Main) Examination will be required to produce proof of passing the requisite examination with their application for the Main Examination failing which such candidates will not be admitted to the Main Examination. The applications for the main examination will be called sometime in the month of July/August, 2006.

Note II : In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications as a qualified candidate provided that he has passed examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his admission to the examination.

Note III : Candidates possessing professional and technical qualifications which are recognised by Government as equivalent to professional and technical degree would also be eligible for admission to the examination.

Note IV : Candidates who have passed the final professional M.B.B.S. or any other Medical Examination but have not completed their internship by the time of submission of their applications for the Civil Services (Main) Examination, will be provisionally admitted to the Examination provided they submit along with their application a copy of certificate from the concerned authority of the University/Institution that they had passed the requisite final professional medical examination. In such cases, the candidates will be required to produce at the time of their interview original Degree or a certificate from the concerned competent authority of the University/Institution that they had completed all requirements (including completion of internship) for the award of the Degree.

(iv) Number of attempts :
Every candidate appearing at the Civil Services Examination, who is otherwise eligible, shall be permitted four attempts at the examination.

Provided that this restriction on the number of attempts will not apply in the case of Scheduled Caste and Scheduled Tribe candidates who are otherwise eligible.

Provided further that the number of attempts permissible to candidates belonging to Other Backward Classes, who are otherwise eligible, shall be seven. This relaxation will be available to the candidates who are eligible to avail of reservation applicable to such candidates.

Note :

1. An attempt at a Preliminary Examination shall be deemed to be an attempt at the examination.

2. If a candidate actually appears in any one paper in the Preliminary Examination, he shall be deemed to have made an attempt at the examination.

3. Notwithstanding the disqualification/cancellation of candidature the fact of appearance of the candidate at the examination will count as an attempt.

(v) Restrictions on applying for the examination :

A candidate who is appointed to the Indian Administrative Service or the Indian Foreign Service on the results of an earlier examination and continues to be a member of that service will not be eligible to compete at this examination.

In case such a candidate is appointed to the IAS/IFS after the Preliminary Examination of Civil Services Examination, 2006 is over and he/she continues to be a member of that service, he/she shall not be eligible to appear in the Civil Services (Main) Examination, 2006 notwithstanding his/her having qualified in the Preliminary Examination, 2006.

Also provided that if such a candidate is appointed to IAS/IFS after the commencement of the Civil Services (Main) Examination, 2006 but before the result thereof and continues to be a member of that service, he/she shall not be considered for appointment to any service/post on the basis of the result of this examination viz. Civil Services Examination, 2006.

(vi) Physical Standards :

Candidates must be physically fit according to physical standards for admission to Civil Services Examination. 2006 as per guidelines given in Appendix-III of Rules for Examination published in the Gazette of India Extraordinary dated 3rd December, 2005.

 FEE :


A candidate seeking admission to examination must pay to the Commission a fee of Rs. 50.00 (Rupees Fifty only) through a single Central Recruitment Fee Stamp of requisite denomination. Central recruitment Fee Stamp (NOT postage stamps) may be obtained from the post office and affixed on the application form in the space provided therein. The stamp must be got cancelled from the issuing Post Office with the date stamp of the post office in such a manner that the impression of the cancellation mark partially overflows on the application form itself but within the space provided on the form. The impression of the cancellation mark should be clear and distinct to facilitate the identification of date and the Post Office of issue.

Candidates residing abroad should deposit the prescribed fee in the office of India's High Commissioner, Ambassador or representative abroad as the case may be for credit to account head "051-Public Service Commission-Examination Fees" and attach the receipt with the application.

Candidates belonging to Scheduled Castes/Scheduled Tribes are not required to pay any fee. No Fee exemption is, However, Available to OBC Candidates and they are required to pay the full prescribed fee.

Physically disabled persons are exempted from the payment of fee provided they are otherwise eligible for appointment to the Services/Posts to be filled on the results of this examination on the basis of the standards of medical fitness for these Services/Posts (including any concessions specifically extended to the physically disabled). A physically disabled candidate claiming fee concession will be required by the Commission to submit along with their detailed application form, a certified copy of the certificate from a Government Hospital/Medical Board in support of his claim for being physically disabled.

NOTE : Notwithstanding the aforesaid provision for fee exemption, a physically disabled candidate will be considered to be eligible for appointment only if he (after such physical examination as the Government or the appointing authority, as the case may be, may prescribe) is found to satisfy the requirements of physical and medical standards for the concerned Services/Posts to be allocated to Physically disabled candidates by the Government.

'Postage Stamps' will in no case be accepted in lieu of 'Central Recruitment Fee Stamp'.

Candidates should note that the fee sent through Indian Postal Orders, Bank Draft, Money Order, Crossed Cheque, Currency notes or Treasury Challan etc. will not be accepted by the Commission and such applications will be treated as without fee and will be summarily rejected.

Note I : Applications not accompanied by the prescribed Fee (Unless remission of Fee is claimed) shall be summarily rejected.

Note II : Fee once paid shall not be refunded under any circumstances nor can the fee be held in reserve for any other examination or selection.

Note III : If any candidate who took the Civil Services Examination held in 2005 wishes to apply for admission to this examination, he must submit his application so as to reach the Commission’s Office by the prescribed date without waiting for the results or an offer of appointment.

Note IV : Candidates admitted to the Main Examination will be required to pay a further fee of Rs. 100/- (Rs. one hundred only).




 How to Apply:

(a) The UPSC have developed an application form common for all their examinations which will be processed on computerised machines. This application form alongwith an Information Brochure containing general instructions for filling up the form, an acknowledegment card and an envelope for sending the application is obtainable from the designated Head Post Offices/Post Offices throughout the country as listed in Appendix-III of Notice against cash payment of Rs. 20/- (Rupees twenty only). Form should be purchased from the designated Post Offices only and not from any other agency. This form can be used only once and for only one examination. Candidates must use the form supplied with the Information Brochure only and they should in no case use photocopy/reproduction/unauthorisedly printed copy of the Form. Since this form is electronically scannable, due care should be taken to fill up the application form, correctly. While filling up the application form, please refer to detailed instructions given in Appendix-II of this Notice. The candidate should also fill up in the relevant places of the Acknowledgement Card, their Application Form Number (8-digit) and the name of the examination. The applicants are required to affix the postage stamp of Rs. 6/- on the Acknowledgement Cards and sent the same along with Application Form to UPSC. If an applicant fails to affix the postage stamp of requisite amount, his Acknowledgment Cards will be not be despatched and Commission will not be responsible for non-receipt of acknowledgement cards by the applicant. . The duly filled in application form and the acknowledgement card should then be mailed in the special envelope supplied with the Information Brochure. The Candidates should also write the name of examination viz. "Civil Services (Preliminary) Examination, 2006" on the envelope before despatching it to "Secretary, Union Public Service Commission, Dholpur House, New Delhi-110069".

(b) All candidates, whether already in Government Service, or in Government owned industrial undertakings or other similar organisations or in private employment should submit their applications direct to the Commission. If any candidate forwards his application through his employer and it reaches the Union Public Service Commission late, the application, even if submitted to the employer before the closing date, will not be considered.

Persons already in Government service, whether in a permanent or temporary capacity or as workcharged employees other than casual or daily rated employees or those serving under the Public Enterprises are however, required to submit an undertaking that they have informed in writing their Head of Office/Department that they have applied for the Examination.

Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their applications will be liable to be rejected/candidature will be liable to be cancelled.

NOTE 1 : While filling in his application form, the candidate should carefully decide about his choice for the centre and optional subject for the Examination. More than one application from A candidate giving Different centres and/or optional subjects will not be accepted in any case. Even if a candidate sends more than one completed application the Commission will accept only one application at their discretion and the Commission's decision in the matter shall be final.

If any candidate appears at a centre/optional subject other than the one indicated by the Commission in his Admission Certificate, the papers of such a candidate will not be valued and his candidature will be liable to cancellation.

NOTE-2 : Since These application forms are to be processed in a computerised system, Due care should be taken by the candidates to fill up their application form correctly. Necessary instructions for filling up the form may be seen at appendix II. No column of the Application should be left blank. Incomplete or defective applications shall be summarily rejected. No representation or correspondence regarding such rejection shall be entertained under any circumstances.

Candidates are not required to submit along with their applications any certificate in support of their claims regarding Age, Educational Qualifications, Scheduled Castes/Scheduled Tribes/Other Backward Classes and Physically disabled etc. Which will be verified at the time of the Main examination only. The candidates applying for the examination should ensure that they fulfil all the eligibility conditions for admission to the Examination. Their admission at all the stages of examination for which they are admitted by the Commission viz. Preliminary Examination, Main (Written) Examination and Interview Test will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after the Preliminary Examination, Main (written) Examination and Interview Test, it is found that they do not fulfil any of the eligibility conditions, their candidature for the examination will be cancelled by the Commission.

If any of their Claims is found to be Incorrect, they may render themselves liable to disciplinary action by the Commission in terms of rule 14 of the rules for the Civil Services Examination, 2006 reproduced below :

A candidate who is or has been declared by the Commission to be guilty of :

(i) Obtaining support for his candidature by the following means, namely :–

(a) offering illegal gratification to, or

(b) applying pressure on, or

(c) blackmailing, or threatening to blackmail any person connected with the conduct of the examination, or

(ii) impersonating, or

(iii) procuring impersonation by any person, or

(iv) submitting fabricated documents or documents which have been tampered with, or

(v) making statements which are incorrect or false or suppressing material information, or

(vi) resorting to the following means in connection with his candidature for the examination, namely

(a) obtaining copy of question paper through improper means,

(b) finding out the particulars of the persons connected with secret work relating to the examination.

(c) influencing the examiners, or

(vii) using unfair means during the examination, or

(viii) writing obscene matter or drawing obscene sketches in the scripts, or

(ix) misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like, or

(x) harassing or doing bodily harm to the staff employed by the Commission for the conduct of their examinations, or

(xi) being in possession of or using any mobile phone, paper or any electronic equipment or device or any other equipment capable of being used as a communication device during the examination; or

(xii) violating any of the instructions issued to candidates along with their admission certificates permitting them to take the examination; or

(xiii) attempting to commit or as the case may be abetting the commission of all or any of the acts specified in the foregoing clauses;

may in addition to rendering himself liable to criminal prosecution, be liable.

(a) to be disqualified by the Commission from the examination for which he is a candidate and/or

(b) to be debarred either permanently or for a specified period

(i) by the Commission from any examination or selection held by them;

(ii) by the Central Government from any employment under them; and

(c) if he is already in service under Government to disciplinary action under the appropriate rules.

Provided that no penalty under this rules shall be imposed except after.

(i) giving the candidate an opportunity of making such representation, in writing as he may wish to make in that behalf; and

(ii) taking the representation, if any, submitted by the candidate within the period allowed to him into consideration.

6. Last date for receipt of applications :

(i) The completed Application Form must reach the Secretary, Union Public Service Commission, Dholpur House, New Delhi 110069 on or before 02nd January, 2006.

(ii) In respect of applications received only by post (by post/speed post) from the candidates residing in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands or Lakshadweep or abroad, the last date for receipt of applications is 09th January, 2006. The benefit of extended time will be available only in respect of applications received by post/speed post from the above mentioned areas/regions. In the case of applications received by hand or through courier service, benefit of extended time will not be available regardless of the place of residence of the applicant.

Candidates who are claiming the benefit of extended time should clearly indicate in column 13 (II) of the application form, the area code of the particular area or region (e.g. Assam, Meghalaya, J&K etc.) where they are residing. In case they fail to do so, the benefit of extended time will not be allowed to them.

NOTE:-(i) Candidates should clearly note that the Commission will in no case be responsible for non-receipt of their application or any delay in receipt thereof on any account whatsoever. No application received after the prescribed last date will be entertained under any circumstances and all the late applications will be summarily rejected. They should therefore, ensure that their applications reach the Commission's Office on or before the prescribed last date.

NOTE:-(ii) Candidates can also deliver their applications personally at the Commission's counter against proper acknowledgement. The Commission will not be responsible for the applications delivered to any other functionary of the Commission.

NOTE:-(iii) Applications received through Couriers or Courier Services of any type shall be treated as having been received "By hand" at the Commission's Counter.

 Acknowledgement of applications :

Immediately on receipt of an application from a candidate, the Acknowledgement Card submitted by him alongwith the application form will be despatched to him by the Commission’s office duly stamped in token of receipt of his Application. If a candidate does not receive the Acknowledgement Card within 30 days, he should at once contact the Commission by quoting his Application Form No. (8-digit) and name & year of examination. Candidates delivering the application form in person at the Commission’s Counter will be issued Acknowledgement Card at the Counter itself. The mere fact that a candidate’s application has been acknowledged by the Commission does not mean that his candidature for the examination has been accepted by the Commission. Candidates will be informed at the earliest possible about their admission to the examination or rejection of their application.

8. Correspondence with the Commission:

The Commission will not enter into any correspondence with the candidates about their candidature except in the following cases:

(i) Every candidate for this examination will be informed at the earliest possible date of the result of his application. Admission certificates, indicating the Roll Nos. will be issued to the candidates who are admitted to the examination. The admission certificate will bear the photograph of the candidate. If a candidate does not receive his admission certificate or any other communication regarding his candidature for the examination three weeks before the commencement of the examination, he should at once contact the Commission. On receipt of such a communication, Admission certificate or a duplicate copy thereto will be issued to the admitted candidate. Information in this regard can also be obtained from the Facilitation Counter located in the Commission’s Office either in person or over phone Nos. 011-23381125/23385271/23098543. In case no communication is received in the Commission's office from the candidate regarding non-receipt of his admission certificate atleast 3 weeks before the examination, he himself will be solely responsible for non-receipt of his admission certificate. It may be noted that the Admission Certificate will be issued at the address as photocopied from the application form filled in by the candidate. The candidate should, therefore, ensure that address given by him in the application form is correct and complete with pin code.

No candidate will ordinarily be allowed to take the examination unless he holds a certificate of admission for the examination. On the receipt of Admission Certificate, check it carefully and bring discrepancies/erros, if any, to the notice of UPSC immediately.

The candidates should note that their admission to the examination will be purely provisional based on the information given by them in the application form. This will be subject to verification of all the eligibility conditions by the UPSC.

The mere fact that a certificate of admission to the Examination has been issued to a candidate, will not imply that his candidature has been finally cleared by the Commission or that entries made by the candidate in his application for the Preliminary examination have been accepted by the Commission as true and correct. Candidates may note that the Commission takes up the verification of eligibility conditions of a candidate, with reference to original documents, only after the candidate has qualified for Civil Services (Main) Examination. Unless candidature is formally confirmed by the Commission, it continues to be provisional.

The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the Examination shall be final.

Candidates should note that the name in the Admission Certificate in some cases, may be abbreviated due to technical reasons.

(ii) In the event of a candidate receiving more than one admission certificate from the Commission, he should use only one of these admission certificates for appearing in the examination and return the other(s) to the Commission Office.

(iii) A candidate must see that communications sent to him at the address stated in his application are redirected, if necessary. Change in address should be communicated to the Commission at the earliest opportunity. Although the Commission make every effort to take account of such changes, they cannot accept any responsibility in the matter.

(iv) Candidates are informed that as the Preliminary Examination is only a screening test, no marks sheets will be supplied to successful or unsuccessful candidates and no correspondence will be entertained by the Commission, in this regard.

(v) If a candidate receives an admission certificate in respect of some other candidate on account of handling error, the same should be immediately returned to the Commission with a request to issue the correct AC. Candidates may note that they will not be allowed to take the examination on the strength of an admission certificate issued in respect of another candidate.

Important : All communications to the Commission should invariably contain the following particulars.

1. Name and year of the examination.

2. Application Form Number (8-digit)

3. Roll Number (if received)

4. Name of candidate (in full and in block letters)

5. Complete postal address as given in the application.



N.B. I. Communication not containing the above particulars may not be attended to.

N.B. II. Candidates should also note down their application form number (8 digit) for future reference. They may be required to indicate the same in connection with their candidature for the Civil Services (Main) Examination.

9. Physical Requirements for the Disabled Candidates:- For being considered against the vacancies reserved for them, the physically disabled persons should have disability of Forty per cent (40%) or more. However, such candidates shall be required to meet one or more of the following physical requirements/abilities which may be necessary for performing the duties in the concerned Services/Posts :

No request for withdrawal of candidature received from a candidate after he has submitted his application will be entertained under any circumstances.

Service Preferences

A candidate shall be required to indicate in his/her application form for the Main Examination his/her order of preferences for various services/posts for which he/she would like to be considered for appointment in case he/she recommended for appointment by union Public Service Commission.
A candidate who wishes to be considered for IAS/IPS shall be required to indicate his/her application if he/she would like to be considered for allotment to the state to which he/she belongs in case he/she is appointed to the IAS/IPS.
Note.-The candidate is advised to be very careful while indicating preferences for various services/posts. Due consideration will be given at the time of making allocation on the results of the examination to the preferences expressed by a candidate for various services at the time of his application. A candidate who has accepted the allocation to a service on the basis of an earlier examination shall be eligible on the basis of this examination to be allocated only to those service(s)/post(s) which were higher in the order of preference in his/her application form for the examination on the basis of which he/she had been last allocated to a service.. The candidate is also advised to indicate all the services/posts in the order of preference in his/her application form. Karnataka Administrative Service

K.A.S. is acronym for Karnataka Administrative Service. Persons who are selected in these service do administration of state. It is equivalent to IAS of central (Union) government of India. Candidates are selected by written examination followed by group discussion and personal interview. The candidates selected are generally known as Gazetted officers. These officers hold important posts in administration of Karnataka state. They can be said as law making and implementing persons. Normally posts held by these officers wield tremendous power.
For an effective administration of the Government, it is the policy of the Government to recruit dynamic youngsters in the administration of the State. For this purpose Gazetted probationers Rules of 1966 has been introduced. It is provided in the Rules that the Commission should invite applications from the eligible candidates for recruitment to the posts coming under Group I & II Civil Service posts. Up to 1997, these examinations were conducted at a single stage followed by Personality Test.
In the year 1997 this procedure was given up and the rules were amended on the lines of Civil Service examinations conducted by the U.P.S.C.

SCHEME OF THE EXAMINATION
As per the 1997 Rules the competitive examination comprises;
1. Preliminary Examination (Objective Type) for the selection of candidates to the main examination
2. Main Examination (Written Examination) for selection of candidates to the personality test.
3. Personality test for final selection of candidates to various posts/ caders.



A. PRELIMINARY EXAMINATION:
The Preliminary Examination consists of two papers with objective type questions (multiple choice).
Paper – I General Studies 150 marks
 Paper – II One subject to be selected from the list of optional subjects. 300 marks

 Total           450 marks

Note1:The question paper would be set both in Kannada and  English.

A candidate may answer the paper entirely either in Kannada or in English.

Note 2:The standard of Preliminary Examination is that of  degree level.

Note 3:Each paper will be of two hours duration.

Note 4  : The number of candidates to be admitted to the Main Examination would be 20 times the vacancies notified for recruitment in the order of merit on the basis of the performance in the preliminary Examination . This would take care of vacancies reserved for candidates belonging to the categories of Scheduled Castes, Scheduled Tribes and other Backward classes. B. Main Examination: The main Examination consists of written examination which of conventional type.
SUBJECT MARKS Paper - I Kannada 150 marks

Paper – II English 150 marks

Paper – III & IV General studies 300 marks for each paper
Paper – V, VI, VII & VIII Two subjects to be selected from the list of optional subjects. Each subject will have two papers 300 marks for each paper TOTAL 1800 marks Note – 1  : The marks obtained in compulsory papers i.e. in Kannada and in English are of qualifying nature. For qualifying in these papers, a minimum of 30% in each paper and 35% aggregate is prescribed. The marks obtained in these two papers are not considered for determining the merit for selection. Candidates who do not secure the prescribed marks in these papers namely, Kannada and English, will not be eligible for personality test and selection. Note – 2  : The Examination is of conventional type. Note – 3  : The question papers are set both in Kannada and in English. A candidate may answer a paper either entirely in Kannada or in English. Note – 4  : The standard of the main examination except paper – I Kannada and Paper – II English (qualifying nature) are that of degree level. The standard of paper – I Kannada and Paper – II English are that of First Language Kannada and First Language English respectively at SSLC Level.
C. Personality Test: The Commission calls for personality test, at the ratio of 1:5 based on the number of vacancies in the order of merit on the basis of the results of the main Examination, taking into consideration the vacancies reserved for candidates belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes. Personality test carries a maximum of 200 marks. The object of the Personality test is to assess the personal suitability of a candidate to the service or services for which he is a candidate. The qualities judged at the time of personality test are mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgement, variety and depth of interest, ability for social cohesion, leadership and intellectual depth of the candidate.

Note : The Candidates will not be allowed to offer the following combination of subjects in the main examinations:- (a) Political Science and International Relations and Public Administration. (b) Commerce and Accountancy and Management. (c) Anthropology and Sociology. (d) Mathematics and Statistics. (e) Agriculture and Animal Husbandry and Veterinary Sciences. (f) Of the Engineering Subjects viz., Civil Engineering, Electrical Engineering and Mechanical Engineering not more than one subject. (g) Economics and Rural Development and Co-operation. (h) Agriculture and Rural Development & Co-operation.
General :Candidates must write the papers in their own hand. Under no circumstances,they will be allowed the help of a scribe to write the answers for them. The Preliminary examination will be conducted at Bangalore, Mysore, Dharwad and Gulbarga Centres, after this, the candidates who have passed in the Preliminary Examination are eligible for Main Examination in the ratio of 1:20. The Commission may specify more centers at its discretion depending upon the exigency. The decision of the Commission in allotting the Centre at its discretion is final.
The Main Examination will also be conducted at Bangalore, Mysore, Dharwad and Gulbarga Centres. The total marks obtained by each candidate in the examination will be published on the notice board of the office. The Commission will invite the candidates to the Personality Test in the ratio of 1:5. The personality test carries a maximum of 200 marks. Immediately, after the Personality Test is over, marks are awarded to the candidate in consonance with their performance in the personality test. The marks obtained in the personality test by each candidate is published on the notice board on the same day or on the next day. Finally the marks obtained in the main Examination and the marks obtained in the Personality Test are totaled and the Commission prepares the lists of candidates considered as suitable for appointment to the Posts of Group A & B arranging in the order of merit according to the preferences of services indicated by the candidates. The selection of candidates under reservation categories is subject to confirmation and issue of validity certificates by the caste and income verification Committee as per the existing Government orders.
